The No-Action Alternative consists of no major build improvements as a result of the Environmental Impact Statement (EIS). The No-Action Alternative includes the existing conditions in addition to the Early-Action Projects. I-25 consists of two general purpose lanes and one climbing lane in each direction from Lincoln Avenue to Meadows/ Founders Parkway and two general purpose lanes in each direction from Meadows/ Founders Parkway through Castle Rock. US 85 consists of two general purpose lanes in each direction between C-470 and North Highlands Ranch Parkway and one general purpose lane in each direction from North Highlands Ranch Parkway to Meadows Parkway.
No-Action Alternative Map
The Early-Action Projects are safety improvement projects that have been previously approved through separate studies and environmental clearances. These projects are either in the design phase or construction phase. There are seven Early-Action Projects that are part of the No-Action Alternative.
- Climbing Lanes, Phase I - This project provides one lane in each direction along I-25 between Lincoln Avenue and Castle Pines Parkway designated as climbing lanes for slow moving vehicles. The project is currently under construction.
- Climbing Lanes, Phase II - This project provides one lane in each direction along I-25 between Castle Pines Parkway and Meadows/ Founders Parkway designated as climbing lanes for slow moving vehicles. The project is currently under construction.
- Meadows/ Founders Interchange - This project improves the existing diamond interchange deficiencies by constructing a partial cloverleaf interchange. The project is completed.
- Wolfensberger Interchange - This project improves the existing I-25 interchange deficiencies by removing and replacing the south half of the Wolfensberger Road bridges over I-25 and Plum Creek. The project is currently under design.
- 5th Street Overpass - This project improves the local Castle Rock transportation network by providing an overpass from 5th Street on the east side of I-25 to Park Street on the west side of I-25. The project is currently under design.
- US 85 & I-25 Interchange - This project removes the existing US 85/ I-25 Interchange ramps and reroutes traffic through the improved Meadows/Founders/I-25 Interchange. The project is currently under design.
- Titan Road - This project improves the existing intersection deficiencies with US 85 and eliminates the dangerous at-grade intersection of Titan Road and the Burlington Northern Santa Fe Railroad tracks with an overpass. The project is currently under design.
In addition to these projects, Douglas County and Town of Castle Rock have committed to roadway improvements that are also part of the No-Action Alternative. Typically these improvements address local needs and deficiencies.
