History & Purpose

The I-25, Meadows/Founders Parkway Interchange Reconstruction project began as an Early-Action Project that is designed to improve safety and traffic flow in the north Castle Rock area. The reconstruction of the I-25, Meadows/Founders Parkway Interchange is the result of the 'I-25 Through Castle Rock Corridor Feasibility Study' which was prepared in 1995, and the 'Meadows/Founders Finding of No Significant Impact' (FONSI) which was completed in 1997.

The following conclusions and recommendations were derived from these studies:

The traffic at this interchange has increased rapidly and is still increasing with Douglas County development in this corridor. The interchange began to see significant use due to the Castle Rock Factory Outlet Shops as well as other businesses and homes in the area.

Several interchange alternatives were identified by CDOT for evaluation, and a standard screening process was used to determine the Preferred Alternative. This screening considered projected development and the associated traffic signals at key intersections along the existing corridor, which are to be installed in the near future. The partial cloverleaf interchange reconstruction was determined to be the best overall alternative.

The recommendation of the 'I-25 Through Castle Rock Corridor Feasibility Study' was to construct a partial cloverleaf (two loops) in the northwest and southeast quadrants.

The reconstructed interchange will maintain the regional traffic distribution while at the same time allowing the local distribution system to be fully developed. The project was carefully monitored to ensure that new design elements did not preclude any options for improving I-25 as determined by the South I-25 Corridor and US 85 Corridor EIS.

The pending closure of the interchange at US 85, as part of the Regional Plan for Castle Rock, will increase the traffic volumes at the I-25 and Meadows/Founders Interchange. The improved interchange has been designed to accommodate the additional traffic volumes.

Construction Completion

The I-25, Meadows/Founders Parkway Interchange Reconstruction project was given the final touches to complete construction at the end of Summer 1999. The interchange is open to traffic and fully operational.
